Convert a savings opportunity into a pipeline project, or dismiss it with a reason.

When a savings opportunity is created, it has an Open status by default. After reviewing the opportunity in the Now Assist Panel, the opportunity moves to one of two outcomes:

* Closed: The user accepts the opportunity. A pipeline project is created from the opportunity and linked to it, moving it into the sourcing pipeline for execution.
* Dismissed: The user rejects the opportunity and provides a reason. The card is removed from the Potential savings opportunities page and the dismissal reason is saved on the opportunity record.

Note:
After an opportunity is closed or dismissed, the action is not reversible.
