Plan configuration owners create and update plan configurations and publish
changes.  
ServiceNow administrators [assign plan configuration
owners](https://servicenow-prod.fluidtopics.net/MeyMAurEl6XJ_DZdO6ftSA "In Journey designer version 2, administrators assign the initial owners and approvers to a plan configuration."). The owners of a plan configuration publish updates for review and approval. The decentralized approach to plan configuration ownership and approval supports a workflow for area experts to customize and maintain plan configurations. These plan configurations are called journey templates in the Employee Center .

Owner
:   Owners are assigned by ServiceNow administrators. A
    plan configuration owner has expertise related to the plan configuration
    needs of a logical area.

Co-owner
:   Co-owners are assigned by ServiceNow administrators
    and have all the responsibilities of an owner.
