Workspace Builder for App Engine is a streamlined, no-code environment that enables you to create a custom workspace from within App Engine Studio (AES) quickly and efficiently.
Nota:  
If you want a workspace on a production instance, build it in the production instance. You should not build a workspace using Workspace Builder in a development instance and then promote it.
